One of our strongest partners, the Montana Municipal Interlocal Authority (MMIA), hosts the annual Jim Tillotson Service Program for City Attorneys in conjunction with our Municipal Institute for Clerks, Treasurers & Finance Officers and our Municipal Elected Officials Workshop.

About the Program
The Jim Tillotson Service Program provides city attorneys and MMIA defense counsel an opportunity to further their understanding of risk and exposure issues specific to Montana cities and towns. Created in 2001, the programs have been well accepted by those in attendance. The educational format provides in-depth discussion of a limited number of subjects.
About Jim Tillotson
Jim Tillotson served as Billings City Attorney for many years. He was a valuable resource for municipal legal issues throughout the state, assisting countless cities and towns with legal questions. He actively worked the legislative process in defense of municipal interests. Jim was instrumental in the growth of the MMIA, serving on its Board of Directors, as Board Chair and as Chair of the Claims Committee. The MMIA is proud to honor Jim’s memory through this Program, continuing the ethic of service to Montana cities and towns that was a large part of Jim’s life.
